Why do so many American companies invest and create jobs in Venezuela? Is it more business friendly?

They're not business friendly to most, just oil companies. Venezuela is full of oil, as is Canada. If companies drill in Canada, the government has safety regulations and environmental standards. In Venezuela, if there's an oil spill, the companies can just pay the government to "pretend it never happened"
