What do i do with my odd condition?

I have a strip of skin attatched from the botton of my ******** to my shaft causing loose skin along the sides of my . how do i treat it? what should i do? what would happen if untreated? and i also think my could get alot bigger if not for this condition have in mind im 15 years old
