Frankly, I am not sure at whom his rhetoric is directed and in what context. It is all vague and can be interpreted anyway one wants. I think it should be verified and cleared from the horse mouth. Being young blood and over enthusiastic he has used very harsh words, which he should not have. He must have by now realised that he wanted to say something and said something else. He is little immature in the game of politics and should be exused, as well versed politicians had uttered even worse than this earlier and gone scot free.
