Is it possible for a somali boy or girl to be as light skined as a Iraqi?

My friend is from somalia she is really light for a somali girl i am iraqi and she is as light as me. i am a little tan not that much though her older brother Mohamed Omar is like that too. is it me to dark or is she really from somewhere else?
